Impact of implementation of schemes for coupled support

Резюме: This article purpose is to outline the impacts from the implementation of schemes for coupled support. The CAP change in Bulgaria from the first year has a favourable impact on the so-called “vulnerable sectors”. The changed financial framework has had a positive impact on the economic environment on a sector and sub-sector level. Object of analysis are registered changes focused on improvement of natural and value economic indicators. In all three so-called sensitive sectors of the primary sector, especially in sub-division “Livestock breeding”, in sector “Perennial fruit and strawberries” and “Vegetables” there are registered significant improvements since the first year. The common European policy is a mechanism for unification of functional conditions of agriculture in all 28 EU member-states. The conditions are different for the countries, not only from geographically, but from social-economical aspect, cultural standards of nutrition and other factors, influencing the economic environment in which function the economic actors in the different EU countries. Bulgaria has comparative advantages and unique agro-ecological conditions for livestock, fruits and vegetables production. The support of these activities is necessary not only under all eligible schemes and measures of European Funds. The national responsible policy is indispensable, from the part of authorized administrative bodies in agricultural management and support from the local authorities, aiming the realization the potential for this production. Existing synergic opportunities for a complex support during the current program period could be transformed in real advantages and to lead to accelerated overcoming of a part of registered misbalances in Bulgarian agriculture and production stabilization in the so-called “vulnerable sectors”. The data from “Agrostatistics” department from the beginning of the first year of Schemes for coupled support implementation show implicitly the positive results and the impact of the reformed policy.
