Scientific researches and innovations within CAP 2014-2020

Abstract: The article presents a situation analysis of scientific researches and innovations in agriculture, of propositions of EU Commission for funding of researches and innovations for the period 2014-2020, including within CAP. On this base have been formulated propositions for the main directions of reformation of the normative frame for agricultural researches development,in order to create preconditions and circumstances for effective scientific and research activity with important contribution for Bulgarian agriculture development. The necessity of competitive agricultural production establishment at the simultaneous natural resources’ protection and the resultant accentuation on CAP scientific researches and innovations requires correspondent measures and initiatives from Agricultural Academy and from the Ministry of Agriculture and Food (MAF). Agricultural Academy should reform its activity through changes of the normative base for its functioning, including and mainly regarding its organization and financial autonomy, in correspondence to its social functions. In this respect, the firm and coherent support of MAF and other state institutions is indispensable, by their responsibilities in this sphere. In any case, the increasing significance of researches and innovations supposes close cooperation between Academy and Ministry, moreover the funding of these activities new initiatives would be within the RDP (2014-2020). In this respect, it is indispensable to undertake steps from the present moment, at the stage of the new Program preparation, including for its priorities definition.
